TFE Rank Field Promotion PoliciesEven though Starfleet is not a military institution, we do use military-like service ranks and a hierarchical command structure, so its not out of the blue that we should look to the military for ideas of how to do things. There is a long standing tradition in Western European and US military services that when special need arises, a company-level officer may field promote a soldier under their command. The company CO would exercise this privilege only when a critical position needed to be filled and no one of sufficient rank was available _and_ when the duties of that position were impossible to fulfil without a set degree of rank. Below are the specifics of the policy: - Rank field promotion to the next rank (up to and including LtCmdr) prior to the promotion time being used is allowed in exceptional circumstances. If this is being done, the CO needs to inform Fleet Ops, and ensure that the missing weeks are added to the time to the next promotion. Rank field promotions to the rank of Cmdr need approval from Fleet Ops Commander. The person in question has six weeks to complete the Command Officer's Training Course (if not already completed). COs are to ensure that logistics receive copy of the field promotion (CC the email that was sent to inform Fleet Ops to the TFE-logistics list. - When someone is appointed as (CO, XO, COB) they may be given a rank field promotion to a rank commensurate with the seniority of that position, subject to the conditions below. This means only characters serving in the Exploratory division. - Rank Field Promotion is for the COB or the XO is subject to the approval of the Fleet Ops Commander. - Rank Field Promotion for the CO is subject to approval by the Fleet Commander. - An XO may not be rank field promoted higher than LtCmdr. - A COB may not be rank field promoted higher than Chief Petty Officer - A CO may not be rank field promoted higher than Acting Captain. - Before receiving a rank field promotion, an XO/COB must complete the Senior Officer/Enlisted Training Course. ... Return to top of TFE Rank Field Promotion Policies - Upon receiving a rank field promotion to Commander or Acting Captain, and an XO to LtCmdr, he/she has six weeks to complete the Command Officer's Training Course (if not already completed). - All time in-grade requirements for ranks skipped in the rank field promotion are retained and added to the minimum time needed for next promotion. - All Rank Field Promotions are linked to the position. If the SIMmer relinquishes the position, the field promotion is cancelled, although the time served counts towards the next standard promotion. - Senior Staff rank field promotions also fall under this policy and are linked to the position, and thus relinquished when relinquishing the position. - Both the Fleet Services and the Fleet Operations Commander position will use the rank of Commodore. - The position of Deputy Fleet Commander will have the rank of Rear Admiral. - The position of Fleet Commander will have the rank of Admiral. - Any exceptions to this policy need approval of the Fleet Commander. |
