TFE Staff Organization and Responsibilities

1. Staff Organization
The Starfleet - The First Era Staff consists of the Fleet Senior Staff,
Fleet Command Staff and Fleet Advisory Staff.
1.1. The Fleet Senior Staff consists of:
- Fleet Commander
- Fleet Operations Commander
- Fleet Services Commander
- Fleet Advisor
1.2. The Fleet Command Staff consists of:

- Fleet Services Department Heads
- TFE Logistics Commander
1.4. Order of Succession
The following chain of command shall determine who will preside over TFE
when the Fleet Commander is incapacitated, on leave, or otherwise unable to perform their
duties.
- Fleet Commander
- Deputy Fleet Commander)
- Fleet Operations Commander
- Fleet Services Commander
1.5. Fleet Operations Division consists of:
- Fleet Operations Commander
- 1st Subfleet CO
- 2nd Subfleet CO
* SIM COs report to the Subfleet COs (once Subfleets have been established)
1.6. Fleet Services Department consists of
- Fleet Services Commander
- Academy Chief Commandant
- Fleet Engineering Commander
- Fleet Science Commander
- SNN Chief Editor
2. Duties and Responsibilities
2.1. Fleet Commander Responsibilities
- Responsible for the proper functioning of TFE
- Presides over all meetings and activities of TFE
- Chairs an online meeting at least once every 60 days
- Compiles the monthly Fleet report and sends it to Announce
- Awards the Michael Thompson Memorial Award every three months
- Awards the Star Award for Excellence every six months with the
Fleet Command staff's input
- Awards the Flag SIM of the Fleet award every nine months with the Fleet Senior
staff's input
- Ensures that the TFE website is up to date (through delegation if need be)
2.2. Deputy Fleet Commander
- In an absence of, or under the authority of the Fleet Commander, the Deputy
Fleet Commander will be responsible for the proper functioning of the group and shall
preside over the meetings and activities of TFE
- The Deputy Fleet Commander is the most Senior of the Fleet Operations Command and
Fleet Services Commander based on time in position, followed by time in Organisation.
2.3. Fleet Operations Commander
To be assigned as Fleet Operations Commander, a SIMmer must have been a
CO in TFE for at least 6 months, and has been actively SIMming in TFE for at least the last
9 months.
- Advises the Fleet Commander, on all issues concerning TFE
- Directly ensures the proper functioning of the Fleet
- Presides over all COs, through Subfleet COs if need be, and ensures that each ship
is operating properly, and simming regularly. (This will require working with Fleet
Engineering Command on ship specifications and with the Subfleet Commanders to learn
why a ship is not SIMming regularly and working to correct problem areas, ensures that
the minimum TFE requirements for SIMs are met
- Reviews the performance of the Subfleet COs, SIMs and their Commanders
- Must be able to account for the status of ships under his/her Command
- Recommends Fleet Award recipients
- Makes recommendations to ensure quality simming
- Recommends additional fleets and new ideas to the Fleet Commander and Fleet Senior
Staff
- Advises the Fleet Commander in all Staff appointments
- Advertises TFE in recruitment forums and lists
- May plan and lead Fleet wide plots in conjunction with other
- The Fleet Operations Commander is the approving authority for all new simulations
within TFE, in conjunction with the Fleet Commander
- If there is no Subfleet Commander or Deputy, the responsibilities of the Subfleet
Commander are for the Fleet Operations Commander to fulfill
2.3.1. Subfleet Commander
To be assigned as a Subfleet Commander, a SIMmer must have been a CO in
TFE for at least 3 months and have been actively SIMming in TFE for at least the last 6
months prior to assignment.
- Responsible for maintaining and encouraging enjoyable quality SIMs in their fleet
- Ensures that each ship is running and meeting regularly.
- May coordinate with all involved COs and plan fleet wide events, or crossover events
- Will submit a weekly or bi weekly report to the Command and Logisitics lists and a
monthly OOC report to the Fleet Operations Commander on the status of the ships in their
charge with an explanation for any areas of concern or praise
- Communicate on a regular basis with the COs and the Fleet Operations Commander about
issues facing the SIMs and Subfleet.
2.3.2. Commanding Officer
To be assigned as a Commanding Officer, a SIMmer must have been actively
SIMming in TFE for no less than four months prior to assignment.
- Responsible for maintaining and encouraging an enjoyable sim.
- Ensuring the average 1 log a week per crew member requirement is met
- Welcomes new recruits to the SIMs and reminds them that they have to complete the
Academy before IC joining their SIM
- May plan joint or one time sim events
- Send weekly SIM reports to the the Crew, Subfleet and Fleet Commanders keeping them
informed of the status of their sim. Copies are also to be sent to
TFE Command and
TFE Logistics Lists
- At any time should a problem arise that the SIM CO cannot handle, he/she should seek
the advice and aid of his Subfleet Commander.
- Ensure a Science Report is sent to Fleet Science Commander monthly if possible, but
no less than at the end of every mission/plot. This may be delegated to the Chief Science
Officer
2.3.3. Executive Officer
The Executive Officer performs additional duties above and beyond a
typical Department Head. It is an IC appointment made by a Commanding Officer.
- In the absence of the CO, the XO will ensure that the SIM continues to function and
will take up the responsibilities of the CO
- Responsible for submitting an IC article relating to the SIM to the SNN Editor
(through delegation if necessary)
2.3.4. SIMmer
- Completes TFE Academy Basic training upon becoming a member and joining a SIM.
- Writes one log per week or sends in an excusal note to the CO or ACO.
- When on LOA for more than 6 consecutive weeks, the SIMer should understand that the
CO has the right to open the position for recruiting or reassignment within the crew
unless further arrangements are made
2.4. Fleet Services Commander
To be assigned as Fleet Services Commander, a SIMmer must have been a CO
in TFE for at least 6 months or been a Fleet Services Department head for no less than
three months, and has been actively SIMming in TFE for at least the last 9 months.
- Directly presides over all departments within Fleet Services Department
- Ensures that all Departments within Fleet Services are function as required
- Reviews the performance of the Department Heads within Fleet Services
- Recommends Fleet Award recipients
- Makes recommendations to ensure quality simming
- Recommends additional Departments and new ideas to the Fleet Commander and Fleet
Senior Staff
- Advises the Fleet Commander in all Staff appointments
- If one of the Department Heads is not available, and no deputy was assigned, the
responsibilities of that Department Head are for the Fleet Services Commander to
fulfill
2.4.1. Starfleet Academy Chief Commandant
- Maintains as many Faculties with associated Deans as are necessary for proper
instruction for recruits and current members
- Assembles and trains an Academy staff of teachers and assistants to assist the Deputy
Commandants in teaching courses
- Maintains an Academy Curriculum
- Maintains evaluation records for all graduating cadets and makes these records
available to Sim Commanders upon request.
2.4.2 Fleet Engineering Commander
- Responsible for and authorises all (new) Star Trek technologies suitable for our
times
- Ensures that the SIMs use the correct level of technology
- Advises Fleet Command on new break throughs in technology
- Is IC responsible for the Warp 5 Complex and all other Fleet Construction Facilities
(either with main character or NPC)
- Is responsible for the content of the Academy's Advanced Engineering Course Guide
- Is responsible for updating the Engineering Aspect of the Fleet Database
2.4.3 Fleet Science Commander
- Responsible for all new scientific innovations suitable in this era
- Advises Fleet Command on new scientific breakthroughs (based on canon)
- Acts as an authority over science as a whole of TFE
- Is IC responsible for all Fleet Science Command Facilities (either with main
character or NPC)
- Is responsible for the content of the Academy's Advanced Science Course Guide
- Is responsible for updating the Science Aspect of the Fleet Database with any
incoming Science Reports
2.4.4. SNN Chief Editor
- Maintains the SNN forum.
- Works with the XOs on the SIMs to compile regular News updates to upload into the TFE
Forums and send out over Announce in a monthly newsletter
- Ensures that IC stories about TFE plot lines are checked and approved
2.5. Fleet Advisor
- Works on specific projects and improvements to the structure of TFE
- Development of possible recruiting sources in conjunction with the Fleet
Operations Commander.
- Creation of an ad campaign
- Makes recommendations to ensure quality simming
- Responsible for maintaining and encouraging enjoyable, quality SIMs
- Plans Fleet-wide events or joint SIM plots
- Recommends Fleet Award recipients
2.6. TFE Logistics
- Ensures record keeping of promotions, awards, votes and important decisions, and
makes them available upon request by Fleet Command Staff, Fleet Advisory Staff or
SIM Commanders
- Has no voting power and is an impartial advisor to the TFE Command Staff
- Reports directly to the Fleet Commander
